SHPOA is the abbreviation for Signal Hill Property Owners' Association, Inc. It is a non-profit entity that was established to manage the neighborhood's covenants and care for the common areas owned by SHPOA, such as the gates,streets, pond, greenbelt areas, etc.
One becomes a member of SHPOA only upon financial closing of a vacant lot or an existing home in Signal Hill. Lot owners are entitled to one vote for each owned lot and are responsible for dues associated with each lot.
Prospective buyers can become more familiar with Signal Hill by reviewing this website, with particular attention to the Covenants and Architectural Design Guidelines. More information can be obtained by contacting the SHPOA President.
These were the two different phases of development. Generally, Signal Hill I is the northern and eastern sections of the development with 38 lots and Signal Hill II is the southern and western sections of the development with 57 lots. While both are a part of SHPOA, each has its own set of covenants.
The 2025 Dues are $1,200 per lot. Notices are sent every November. Payment methods are handwritten paper checks or electronic checks from your personal bank's or investment bank's "Bill Payment" system. Please make checks payable to Signal Hill POA, Inc. and send them to:

Yes. Residents who subscribe to "Backyard" refuse and recycling service with the City of Tulsa will receive one household credit of $75 against their dues. The credit is intended to approximate the added cost of subscribing to that premium service. "Backyard" service helps beautify our neighborhood and minimize the trash and debris on and around our streets. Please note that the City of Tulsa defines "Backyard" service as meaning on collection day they will collect the bins anywhere on your property within 100 feet of the curb. That is, it does not mean the bins must be placed in the backyard. Send an e-mail to Larry Robison if you subscribe to "Backyard" service but were not credited on your dues notice.

Note that only a few types of roofs are approved for Signal Hill and only 2 models of composition shingles. The approved materials, which are itemized in the Architectural Design Guidelines, are:
Note that Colonial Slate is the only approved color for the 2 Certainteed shingles above.
Note: On June 8, 2021 Certainteed Saint-Gobain suspended production of certain shingles, including Grand Manor, due to supply chain issues related to the Covid-19 pandemic. As a result, the SHPOA Board issued temporary approval for an alternative shingle while the Grand Manor shingle was unavailable. In September 2022, production of the Grand Manor shingle resumed. Effective December 2022, the SHPOA Board reiterated its approval for the Grand Manor shingle and issued permanent approval for the Belmont IR shingle.
Historically, only 2 types of windows were approved for Signal Hill - Wood and Aluminum Clad Wood.
In 2022, the Board approved 3 specific makes and models of windows that are acceptable for replacement or new construction in Signal Hill. These are in addition to the existing wood and aluminum clad wood options. These windows include:

Signal Hill is supplied by a 16" Yale main water line connection at the Front Entrance. From the connection, an 8" water line traverses around Signal Hill on one side of the street. Each house connects to the 8" line (sometimes boring under the street to make the connection).
Individual house water pressures are determined by the pressure at the Front Entrance, adjusted by the hydrostatic pressure related to the elevation difference between the individual house and the Front Entrance. If the house elevation is lower than the Front Entrance, the pressure at the house will be higher than the Front Entrance. Conversely, if the house elevation is higher than the Front Entrance, the pressure at the house will be lower than the Front Entrance.
