Frequently Asked Questions

What is SHPOA?

SHPOA is the abbreviation for Signal Hill Property Owners' Association, Inc.  It is a non-profit entity that was established to manage the neighborhood's covenants and care for the common areas in Signal Hill and Signal Hill II, such as the gates, streets, pond, greenbelt areas, etc.  Note that SHPOA has a new mailing address:

How do I become a member of SHPOA?

One becomes a member of SHPOA only upon financial closing of a vacant lot or an existing home in Signal Hill.  Lot owners are entitled to one vote for each owned lot and are responsible for dues associated with each lot. 

I am interested in purchasing a lot and/or building a house in Signal Hill.  What do I need to know?

Prospective buyers can become more familiar with Signal Hill by reviewing this website, with particular attention to the Covenants and Architectural Design Guidelines.  More information can be obtained by contacting the SHPOA President.

What is Signal Hill I vs. Signal Hill II?

These were the two different phases of development.  Generally, Signal Hill I is the northern and eastern sections of the development with 38 lots and Signal Hill II is the southern and western sections of the development with 57 lots.  While both are a part of SHPOA, each has its own set of covenants.

How much are the annual dues?

The 2025 Dues are $1,200 per lot.  Notices are sent every November.  Payment methods are handwritten paper checks or electronic checks from your personal bank's or investment bank's "Bill Payment" system.  Please make checks payable to Signal Hill POA, Inc. and send them to (note this is a new address) :

2026 calendar year dues will be $1,250 per lot and will be due January 31, 2026.

Is there a credit applied to the annual dues for subscribing to "backyard" refuse and recycling?

Yes.  Residents who subscribe to "Backyard" refuse and recycling service with the City of Tulsa will receive one household credit of $75 against their dues.  The credit is intended to approximate the added cost of subscribing to that premium service.  "Backyard" service helps beautify our neighborhood and minimize the trash and debris on and around our streets.  Please note that the City of Tulsa defines "Backyard" service as meaning on collection day they will collect the bins anywhere on your property within 100 feet of the curb.  That is, it does not mean the bins must be placed in the backyard.  On non-collection days, we ask that the bins be out of view from the street (e.g., store the bins in the garage or behind the fence).  Send an e-mail to Larry Robison if you subscribe to "Backyard" service.  For 2025, 41 households out of 78 are participating in the Backyard Service program.  A total of $3,075 credits were given in 2025.

How do I find out more information about the vehicle and pedestrian gates, gate access, etc?

Can I program my transmitter into my vehicle like I do with my garage door openers (e.g., HomeLink)?

No.  Our transmitter model is MicroPlus, which has copy-proof encoding schemes that does not allow copying into built-in transmitters in some luxury vehicles.

Can the vehicle gates read my OK Pike Pass sticker and automatically open the gates?

Yes, there is a pike pass reader at the Front and Back entrances.  It is a Transcore Reader and it can read pike pass and Transcore transponders (windshield stickers).  See the Gates page to learn how it works.  Then forward the necessary information to Greg Hart so that he can activate your pike pass into our gate system.

I am about to replace my roof.  What choices do I have for the type of roofing materials?

Note that only a few types of roofs are approved for Signal Hill and only 2 models of composition shingles.  The approved materials, which are itemized in the Architectural Design Guidelines, are:

  • Natural slate
  • Clay or concrete tiles
  • Fire retardant wood shingles
  • Certainteed Saint-Gobain manufactured, Grand Manor model, Colonial Slate color, algae resistant shingle
  • Certainteed Saint-Gobain manufactured, Belmont IR model, Colonial Slate color, impact resistant, algae resistant shingle

Note that Colonial Slate is the only approved color for the 2 Certainteed shingles above.


Note:  On June 8, 2021 Certainteed Saint-Gobain suspended production of certain shingles, including Grand Manor, due to supply chain issues related to the Covid-19 pandemic.  As a result, the SHPOA Board issued temporary approval for an alternative shingle while the Grand Manor shingle was unavailable.  In September 2022, production of the Grand Manor shingle resumed.  Effective December 2022, the SHPOA Board reiterated its approval for the Grand Manor shingle and issued permanent approval for the Belmont IR shingle.  

I am about to replace my windows.  What choices do I have for the window make and models?

Historically, only 2 types of windows were approved for Signal Hill - Wood and Aluminum Clad Wood. 

 

In 2022, the Board approved 3 specific makes and models of windows that are acceptable for replacement or new construction in Signal Hill.  These are in addition to the existing wood and aluminum clad wood options.  These windows include:

  1. Andersen Fibrex Windows
  2. Infinity from Marvin Fiberglass Windows
  3. Pella Impervia Fiberglass Windows

No vinyl windows or all aluminum windows are permitted.

I am about to replace my driveway.  What should I tell my contractor?

Please provide guidance to the contractor on the following 3 critical requirements:

  1. Do not cut the curb or alter it in any way.  The curb is SHPOA property and it provides stability for the street and transmits runoff water to the pond, creek or storm-water drain.
  2. The contractor should collect the broken chunks of concrete from the driveway place them directly into a dump truck.  Do not pile the concrete in the street and then move the pile into a dump truck (that will unnecessarily damage the street).  If for some reason it is impossible to avoid dumping anything into the street, the contractor should place protective plywood sheets on the street.
  3. The contractor should have a certificate of insurance covering property damage.

Why is my water pressure so high while some neighbors have much lower pressure?

Signal Hill is supplied by a 16" Yale main water line connection at the Front Entrance.  From the connection, an 8" water line traverses around Signal Hill on one side of the street.  Each house connects to the 8" line (sometimes boring under the street to make the connection).


Individual house water pressures are determined by the pressure at the Front Entrance, adjusted by the hydrostatic pressure related to the elevation difference between the individual house and the Front Entrance.  If the house elevation is lower than the Front Entrance, the pressure at the house will be higher than the Front Entrance.  Conversely, if the house elevation is higher than the Front Entrance, the pressure at the house will be lower than the Front Entrance.
